Not only do the private citizens, and tax payers of America know better, but charities do too. For some crazy reason, in the past few decades, a large segment of this country has bought into the idea of the collective. That being the government collective should administer and care for the poor. The government, is the worse steward of anyones funds. No entity is more wasteful than the government. Private charities are so much more efficient, than the government could ever dream of being. We need to quit buying into the idea of the welfare, nanny state, and get back to allowing the churches, and other charities, to take care of our poor and homeless in our cities again. When you get down to it, they do anyway. Most homeless shelters, etc., are run by private charities, not the government.
