As an Resident of J&k,I would like to suggest to release an WHITE PAPER on issues pertaining to NHPC . some more steps which I understand very urgent for the new Govt. (1) FINANCE; Make J&k self reliant on finance. (a) Making Electricity theft an Non-Bailable offense , Raid all big but doubt full consumers (b) Application of an Entry-Exit Tax of Rs 100/ Per MT on all items including of Agriculture, Horticulture produce (c) Increase Property Transaction Tax, Road tax, Stamp duty, Excise of Liquor (d) Increase Vat on Hotel and Restaurant from 5% to 13.5%. (B) Governance; (a) Stop making Transfers an industry (b) Make Internal Audits Compulsory before releasing any payments. (c) Make an strong Anti Corruption Machinery with enough teeth under supervision of CM ..take urgent actions without any favoritism on all guilty person. (C) Home & Security; (a) Prepare an ON-LINE Information page connected with all District HQs tso that public can know Govt response immediately on all matters. (b) Put all Documents pertaining to Accession of J&K with India on this portal to clear ambiguity . (c) Stop Namaz-e-Zanaza of militants. (d) Stop delivery of dead bodies of militants to local people . (e) Make a strong case for dilution of AFSPA in the state .
