OCD re-echoes national DRRM summit in Region XI TAGUM CITY, Davao del Norte, July 30 (PIA): The Office of Civil Defense (OCD) XI today re-echoes the National Disaster Risk Reduction Management (DRRM) summit for regional local chief executives of the Davao Region. In giving the rationale, OCD XI regional director retired Brigadier General Loreto G. Rirao explained such activity as compliance of the directive given by President Benigno S. Aquino III during the National DRRM Summit held on March 20, 2013 in Pasay City. OCD XI brings the Regional DRRM Summit in Davao del Norte which provincial government serves as the host in support of the two-day activity which is held at the Bulwagan ng Lalawigan at the Provincial Government Center in Mankilam, Tagum City. OCD XI expects about 200 participants local chief executives from the provincial, city, municipal local government units, their disaster risk reduction management executive officers, and agency heads of representatives of regional line agency members of the Regional Disaster Risk Reduction Management Council (RDRRMC) XI. Rirao said the Regional DRRM Summit was organized “to provide other local chief executives who were not able to attend the national summit, including the newly minted LCEs to attend and participate in the same summit.” Rirao hoped that the re-echo activity would facilitate comprehensive and standard understanding of DRRM roles among LCEs whom he also expected to take on the responsibility to deliver adaptive government services. The Regional DRRM Summit also serves as the culmination activity of the National Disaster Consciousness Month and the venue to launch the Regional Disaster Risk Reduction Management (DRRM) Plan recently finalized and approved by the Regional DRRM Council. Rirao has brought in the cooperation of RDRRMC member agencies; some of which were assigned with tasks particularly the Department of Interior and Local Government to invite LGU participants; PAGASA to speak on Hydro-Met Hazard Maps and Early Warning System; DENR-EMB to speak on Geo-hazard Maps rain-induced landslides and floods; Housing Land Use and Regulatory Board to speak on Mainstreaming of Climate Change Adaptation and Disaster Risk Reduction into the Comprehensive Land Use Plan; the Armed Forces of the Philippines 10th Infanty Division to speak on Crisis Management. Other tasked national line agencies are the Philippine Information Agency XI on media coverage; Department of Social Welfare and Development (DSWD) to speak on Management of Evacuation Centers and the Family Access Cards; the National Economic and Development Authority (NEDA) XI to present the Regional DRRM Plan and to synthesize the regional summit at the end of the two-day event; the Provincial DRRM Council of Davao Oriental to present its DRRM learning experiences and challenges during the Typhoon Pablo; and the PDRRMC of Compostela Valley to present its learning experience encountered during the same natural calamity in December last year. Other topics discussed during the two-day event are Financing DRRM, Allocation, Utilization and Reporting of LDRRM Funds by the Department of Budget and Mgmt., and the Commission on Audit, Reviewing the LCE Roles and Responsibilities.
