An OEC is a Philippine government requirement that proves that a returning Filipino is in the Philippines for a holiday and intends to go back to the same employer abroad. Manila airport officials do not allow Filipinos to return to their jobs abroad without the document. March is one of the busiest months for the labour office, along with December, because thousands of Filipinos fly home for their children’s graduation and summer break. A daily limit of 250 applications for OEC has been set due to the volume of applications this month. “We want to remind our compatriots that there are alternative locations where they can apply for their OECs in the Philippines, which would be more convenient for them. They can do it at malls in Metro Manila and in labour offices in their areas,” Labour Attache Delmer Cruz told Gulf News. Applicants may apply for OEC at Duty Free Philippines in Paranaque, SM Manila, Trinoma Mall in Quezon City, and in regional offices of the Philippine Overseas Employment Administration. To get the full list of locations, visit polodubai. Cruz said they have reduced processing time for an OEC to an average of five minutes per applicant. But for those with incomplete documents it could extend to 10 minutes. “Our two processors can serve up to 24 people per hour. They have been working more than eight hours a day to accommodate all 250 applicants. The volume of applicants is just huge, it would help if applicants make sure all their documents are in order so as not to cause delays,” Cruz said. “We have requested an “emergency local hire” from our home office to allow us to hire temporary processors here in lieu of the peak season.” In December last year, the labour office put a cap of 500 applications a day but that was made possible because of a temporary augmentation of staff. The contracts of the temporary staff expired in February. An online OEC processing system is set to go live during the first half of this year, according to labour officials.
