Box 44249 – 00100 NAIROBI 5 November 2014 CONDOLENCE MESSAGE BY THE INSPECTOR GENERAL Dear bereaved families and colleagues, I would like to begin by expressing my heartfelt condolences to the families of the fallen officers who met their cruel and untimely demise while performing the responsibilities of maintaining peace and order in Kapedo Turkana County. The 31st day of October 2014 will remain one of the darkest days in the history of the National Police Service. This was a day when 19 innocent lives of our colleague and three Toyota Kenya employees were snapped from our midst in the most despicable manner. It should be made clear that much as every officer in uniform fully comprehends the dangers and some of the misfortunes that may befall him in the course of his duty, it is totally unacceptable for members of the public to arm themselves and attack officers who are just doing their work as it happened in this case. This incident which happened exactly a week after a similar incident in the same area which claimed the lives of three GSU officers and two members of the public calls for us to double our efforts in policing the Northern parts of this country to end the culture of illegal gun possession. I wish to assure the parents of the departed officers, relatives, police officers and the country at large, that the attackers got it all wrong in assuming that by committing this heinous act, they will break the determination and morale of the security officers to continue with this operation, I want to assure them that to the contrary, our energies have been renewed and our resolve grown stronger. I am in constant touch with the troops carrying out the operation and their message to the country and colleagues is that they will continue fearlessly with this fight until the course which our colleagues were pursuing and for which they met their untimely death is completed. We cannot leave this mission unaccomplished as this will amount into surrendering that part of the country to the forces of darkness. It is for this reason that the Government has deployed the Kenya Defence Forces to support the National Police Service with additional fire power and already a major impact is being felt. I would like to encourage the public and every other person who has the advantage of accessing media facilities that what the security agencies of this country need at this time in the history of our country is encouragement and moral support and not vilification. The country is facing a number of security challenges some of which have historical backgrounds, and we are doing all we can to bring normalcy in the affected areas. Our spirits will never be dampened by unwarranted criticisms but rather we will continue to forge ahead in ensuring that our country is safe. As the Inspector General of the National Police Service, I can attest that the operational gaps that exist within the Service are not about personnel in ability to perform but rather they are in terms of facilitation. I wish to however encourage members of the Service to take heart because the current Government is very committed to providing the requisite gear for enabling officers to perform optimally in every environment. We have to be safe in order to safeguard others and this is a commitment from the Government and we know what is required. As we continue to finalize this journey of bidding farewell to our colleagues, I once more wish to express my heartfelt condolences to their families and loved ones. Whereas it is not possible to fill the gaps in your lives that have been left by the departed officers, the National Police Service and the Government will do all that it can to help you settle.
