C. 58523 Applications are invited from suitably qualified persons to fill the post of Public Defender, with salary and allowances at the rate of $11,374,549 per annum. Job Purpose In keeping with the provisions of the Public Defender (Interim) Act 1999, the incumbent will be responsible for directing all legal and administrative functions of the Office of the Public Defender. Key Responsibilities . Leading, developing and implementing legal, investigative and administrative procedures, aimed at protecting and enforcing the rights of citizens. This includes overseeing the investigation of: • Cases of injustice resulting from the action of or infringement of constitutional rights by any authority; • Breaches of agreements, codes or arrangements among political parties in Jamaica, and actions likely to prejudice good relations among supporters of political parties; • Reports or complaints to a Service Commission in respect of appointments, removal, promotion, disciplinary control or other personal matters in relation to any person. . • Submitting recommendations to relevant authorities in relation to actions/complaints investigated, including disciplinary action or other proceedings to relevant authorities, • compensation to complainants where applicable, and alterations to enactments, rules or regulations which may cause injustice or infringements of constitutional rights. Preparing and submitting annual and special reports to the Parliament. Leading the operations of the Office, including the strategic, fiscal, human resource and asset management functions. Excellent investigative skills Excellent stakeholder managements Excellent oral and written communication skills Proven track record of management excellence Excellent knowledge of constitutional law, relevant legislative framework and human rights policies and trends Highest level of integrity Minimum Required Qualifications/Experience . The incumbent must be an Attorney-at-Law with at least ten (10) years’ of senior legal experience, inclusive of management experience at a senior level.
