OFFICIAL TRUSTS TS PARTICIPANTS TO DELIVER Chief registration officer with the Department of Civil and National Registration has informed members of Ntlo Ya Dikgosi that he was optimistic that the 370 Tirelo Setshaba Participants (TSP) assigned to his office will improve service provision, especially in rural communities. Addressing the ongoing Ntlo Ya Dikgosi sitting on the Botswana National Service Programme, Mr Boammaaruri Otlhogile said they have trained these youths who will be stationed in various dikgotla under the supervision of dikgosi and will be expected to work normal public service hours. He however said TSPS will work as information officers and will not be allowed to go deeper into the nitty gritties of the work as there are some sensitive issues such as the registration of the national identity cards. Nevertheless, they will actively be involved in the registration of birth and deaths and sensitise communities on the importance of such registration. Mr Otlhogile regretted that not all villages will be allocated these participants, but they will try as much as possible to place them in strategic places so that they could assist as many villages as possible. Meanwhile, he lamented that most births, deaths and divorces especially in rural communities were not registered and as such called on dikgosi to encourage their subjects to register such important events.Still on the same issue, he said the waiver of non-compliance fee has made it possible for many people to register for National Identity Card, Omang, saying that many were financially constrained to pay the penalty in order for them to apply for Omang. This waiver was approved by the minister for a period of 12 months starting from April 2014 to April 2015. After the elapse of this period, only those who are vulnerable, orphans, destitute, street children and the Remote Area Dwellers (RAD) among others will be exempted from paying, otherwise, anybody else will be taken to the police for cautioning. The dikgosi showed appreciation of the work done by this department, but raised concern that the participants under this department were going to face acute shortage of transport to undertake this important national exercise.
