OK, so it wasnt a joke. Someone did actually write such a contract. In case it is still confusing to you, here is the analogy: I walk into your office to sell you CCTV systems to monitor your employees. I convince you that the continued surveillance will lead to higher productivity and less pilfering. Based on that you agree to give me nearly 14 Ghana Cedis of every additional 100 Ghana Cedis you make in sales from the time you install the CCTVs onwards. Oh, technical people were brought in to put this deal together. You gotta love this country, folks. When people say access to capital is the problem, I think they dont know what time it is. It is *access to market opportunities* that is the problem - market barriers. If all you sweating entrepreneurs could be like Subah: set up today and in a month get a deal from a government agency that requires you to look through a CD-ROM to determine if someone has applied the right tax and then for this grand effort get paid nearly 14% of all incremental tax revenue the country makes from telcos talktime, you wouldnt need any bank finance or outside investment into your gig. Because all you would need is one room and 3 sharp national service guys and ladies around some desks with two laptops to share among them. Especially when the one giving you the contract has no system of their own to determine whether you even looked through the CD-ROM or not. Beautiful Country :-) ghanaweb/GhanaHomePage/NewsArchive/artikel.php?ID=290498
