OMG, Ginny I agree on a political matter (hell just froze)! I strongly agree it is not the Republicans, nor Democrats. The blame falls solely on the American voting/non-voting Republic; U.S. citizens must learn that Democracy need not be a two party system. If Democrats in the houses vote to drain our governmental system and republicans vote to underfund our governmental system; common sense should pioneer the way to finding a candidate system worthy of bringing us back to the middle. Funding education so we stop voting in a vacuum (republican) and stop voting as a martyr to fund every bleeding heart beating (Democrats). Voting requires learning BOTH sides of any argument; knowing the constitution; and perhaps putting selfishness aside while inside the box.
