#OPINION NO NEED OF A BLOATED COUNTY STAFFING, JUST A LEAN AND EFFICIENT ONE IS WHAT THE PEOPLE WANT By James Soi From the inception of the county system of governance, there has been numerous executive and non-executive posts created which has since been filled and i do believe other vacancies are still on the way. Away from debate whether these vacancies were skewed towards a particular sub-county or profession, the occupants of these offices for sure wield commensurate powers. I say so because each, if not all, have substantive offices fully equipped and with support staff. Where has the executives would not always be out and about, they still have a driver and a vehicle allocated to them. When there is a function say at lake Baringo, a convoy snakes its way down the lowland, yet costs could be saved if they shared vehicles. I bet more taxpayers money would be saved if resources were shared in the county offices and curbing of unmanned use of these resources. Reports emerges that there are more drivers than vehicle, mostly inherited from previous municipality and devolved government ministries, yet they earn salary and no work. What about other cadres of undisclosed employees, it will appear we have many workforce that have little or nothing to do yet draws salary. The county government should streamline its workforce and retain only a lean yet efficient employees. This shall ensure effective management and service delivery but also save money for development. Its at times harmful to have many bosses roaming around with little work to do, lets have few who can deliver. The tax burden on the citizenry would be lower.
