ORGANIZATION OF OCCUPATIONAL INFORMATION AND ITS DISSEMINATION IN INDIA --A Historical Point of View-- Owing to paucity of approved and dependable tools of psychometric measurement at initial stage it was strategically accepted to lay emphasis on strengthening the fund of occupational information of students so that they are in a position to select the occupation they desire. The underlying assumption was that if the child knows an occupation only then he can think about it and make his decision. This trend is still continuing. As per the division of Career Guidance Work between Education and Labour & Employment Ministries during 1956, the Director General Employment and Training was made mainly responsible to do the work of compilation and dissemination of occupational information in India in addition to effort of other agencies. The unit responsible for ‘Job Analysis’ Director General of Employment and Training (DGE&T), Govt. of India, compiled Directory of Occupations, which remained reference book for classification of persons visiting employment exchanges for employment assistance and became a valuable information book of occupational titles for students as well. CIRTES- Central Institute for Research & Training in Employment Services at Pusa, New Delhi, another wing of DGE&T took responsibility of compilation work of occupational information using its network of local employment exchanges, district employment exchanges and State Directorates for collection of occupational information and to pass it to CIRTES, in addition to mobilization of CIRTES’s own sources. CIRTES compiled a number of Career Pamphlets, Career Guides, which used to be published by Publication Division, Govt. of India. These publications were passed to State Headquarters of Employment Department and in turn were distributed to educational institutions through their employment exchanges to set up career corners in educational institutions and to display them in their own premises for the benefit of visiting persons. As a result a large number of publications were brought out through these efforts. However, to update this work on continuous basis escaped the attention of the organization. Additional supplementary joint efforts were also made to disseminate information through activities viz. Career Talks, Career Lecture, Career Exhibitions, Career Fairs, Group Discussions in educational institution’s premises, as well as at employment exchanges, Radio and T.V. conferences etc. These activities seem to be diminishing from view as the time passes on account of one reason or the other. It may be a result of development of information technology, who has taken the role of making such information available on computer network in place of educational and employment agencies. Partly this function is being carried out by mushroom growth of coaching academies, private immigration enterprises, and outreach services of foreign universities to promote their education business. Even some states like of Haryana and Punjab has set foreign cells at their headquarters to bridge the gap. ‘Employment News’ is making constant efforts to disseminate the career information directly through its career articles and indirectly through its advertisements. Since the life of the weekly is too short, hence these career articles have short shelf life. Efforts are needed to bring these valuable articles in the focus of student’s community at large on regular basis as and when their need is felt by them. No doubt they are available on its website but how can they reach the vast school population of vast rural areas. In view of their limited facilities is a point for further consideration.
