ORGANIZATIONAL BALANCE Without the appropriate control and verification measures quality governance cannot emerge. It is fundamental that governing bodies develop appropriate organizational structures to ensure that decisions are made in the interest of the population. Only independent control commissions with strong mandate to operate in autonomy can enable better governance. Organizational balance also means balance of powers between executive, judiciary and legislative bodies. Those obviously depend on the willingness of leaders to allow for such outcomes to take place. Nevertheless it is the responsibility of civil society and country elites to make such requests in a constructive way, as Organizational Balance also refers to a strong and dynamic citizenship.
