No, instead he just asked for a blank check for an ambiguous operation involving “outsourced” forces to handle the American business of destroying an enemy who he did not define, that has embarked on a mission to kill us. And our only direct involvement will be from 30,000 feet and NO boots on the ground?? Clearly this is policy by votes as the context of his strategy was aimed squarely at the intelligence level of the greatest number of his supporters
