Shame on the Networks if they dont run with this! Jonathan Holmes Gruber is a professor of economics at MIT, where he has taught since 1992. He is also the director of the Health Care Program at the National Bureau of Economic Research, where he is a research associate. In 2009 he was elected to the Executive Committee of the American Economic Association. In 2009–10 Gruber served as a technical consultant to the Obama Administration and worked with both the administration and Congress to help craft the Patient Protection and Affordable Care Act, often referred to as the ACA or Obamacare. The act was signed into law in March 2010, and Gruber has been described as an architect, writer, and consultant of the legislation. He was widely interviewed and quoted during the roll-out of the legislation. While promoting Obamacare for the Administration, he was also working under a $297,000. contract to the Department of Health & Human Services, what some would call a clear conflict of interest. In a panel discussion about health care at the University of Pennsylvania in October 2013, Gruber stated that the ACA was deliberately written in a tortured way to disguise the fact that it created a system in which healthy people pay in and sick people get money. He stated that this obfuscation was necessary, due to the stupidity of the American voter or whatever, in order to get the bill passed. His comments caused controversy after a video of them was placed on You Tube in November 2014. Heres the exact quote from the video, you decide. This bill was written in a tortured way to make sure the CBO (Congressional Budget Office) did not score the mandate as taxes. If CBO scored the mandate as taxes, the bill dies. OK? So its written to do that. In terms of risk-rated subsidies, if you had a law which said healthy people are going to pay in — you made explicit that healthy people pay in and sick people get money — it would not have passed. OK? Lack of transparency is a huge political advantage. And basically, call it the stupidity of the American voter or whatever, but basically that was really, really critical to get the thing to pass.
