Oil and Gas Division director Lynn Helms signed the deal Nov. 19 with Zenith Produced Water LLC manager Jack Johnston, after the Burke County operator was linked to tons of illegally dumped socks found in February in an abandoned gas station in the tiny town of Noonan and at another dump site outside town. Helms said a potential fine of $800,000 was reduced to $170,000 after a review by the attorney general’s office based on what would “stick” in court.
