Omar statement on bringing political parties under RTI act meaningless: Dr Muzaffar Srinagar, Sep 04: RTI Activist and founder of J&K RTI Movement on Wednesday said that Chief Minister Omar Abdullah’s support for bringing political parties under the ambit of RTI Act is meaningless unless CM does this practically by declaring National Conference as a public authority and appointing Public Information Officers (PIO’s) at its head office as well as all the district offices According to statement issued to KNS Dr Muzaffar said that Omar Abdullah must take a lead in declaring NC as a public authority and if he does it the other political parties will have to follow it but if this cannot be done then speaking about such bold issues before the august gathering in New Delhi is total mockery. “The Government lead by Omar Abdullah weakened J&K RTI Rules last year and curtailed the powers the State Information Commission (SIC). The Chief Information Commissioner could issue warrants, summons etc earlier but that is not possible now under the amended rules. The use of Non Judicial stamp papers in lieu of RTI application fees has also been stopped under new rules and this has added lot of miseries to the RTI applicants who hardly find Indian Postal Orders (IPO’s) available in the post offices. Earlier the CIC used to be consulted during the appointment of Secretary JK SIC but now that rule has also be changed and all this makes it clear that our Government is disempowering the RTI institution in J&K”.
