On 3 February 2013, Sgt Detective Michael Smith and Chief Rick Larnerd responded to the Dairy Queen in Gainesboro to investigate the report of a female subject snorting pills in the womens restroom. As Chief Larnerd arrived, the suspect was leaving in a car that headed south on Highway 56. Sgt Smith remained at the Dairy Queen to take the witness statements and recover evidence. Sergeant Smith recovered a straw from the womens restroom which contained residue of a powdery substance. Chief Larnerd caught up with the vehicle and stopped it in the parking lot of the Dollar General store. During a consent search of the vehicle, Jackson County Sheriffs Deputy Jason Mullins recovered a hypodermic syringe which contained a clear liquid in the area where a male passenger was seated. Two separate field tests were conducted. These tests returned a positive result for methamphetamine. Chief Larnerd arrested Rachel Diane Hill of Gainesboro and charged her with Possession of Drug Paraphernalia. It was also reported during the routine records check that Ms. Hill had an active Capias out of Putnam County. Chief Larnerd also arrested Joseph Arvil Richardson and charged him with Possession of Schedule II narcotics and Possession of Drug Paraphernalia.
