On Akua Donkor and happenings at the National Economic Forum. At first I thought, what the heck is Akua Donkor doing in our committee? The committee membership was done, I thought..Sydney Sydney Casely-Hayford Dr. Kwesi Botchwey, Dr. Paul Acquah ( former Governor of the Bank under President Kufuor), Dr. Kofi Wampah (current Governor) , Dr. Richard Qaurtey ( Head of Econs, Legon) , Dr . Joe Abbey ( Head of CEPA), Seth Tekper ( Minister of Finance) , Kwamena Essilfie Adjaye, Senior Economist and Rapporteur-General, Dr. Nii Moi Thompson, The Vice-President of Ghana ( spent much of his time with us) , Ghanas High Commissioner to the UK, the Head of Budget at the Ministry of Finance and other officials of the Bank of Ghana and Ministry of Finance. Akua Donkor found herself in our midst and she stayed. We were occasionally visited by the likes of Dr. Patrick Awuah, Dr. Tony Oteng-Gyasi former. President of the Association of Ghana Industries who were themselves facilitators of their committees. After every deliberation in English, Dr. Botchwey would translate what we were saying to her. At the end of it, she was asked to present her views. As far as I understood, she was angry at the foreign exchange measures imposed by the Bank of Ghana as that was hurting businesses and driving a black market. She also had a theory about the incessant black outs - that it was the doing of economic saboteurs, something we all found amusing by the way. She also suggested that attention must be paid to the rural economy to help citizens. Her points on forex rules and the rural economy were particularly interesting they found their way some how in the final communique on the need to support SMEs to grow and an immediate amendment of the forex rules. Yes, the foreign exchange resolution was couched in what seemed like an ambiguous statement, but trust me, the details of the deliberations werent that pretty. Just saying a communique is a watered summary of what actually happened in all the six thematic areas. Our committee for instance said due to the gravity of corrupt schemes that gave credibility problems to the government, it was important corruption stood alone as pillar for discussion. It seems that was addressed in the communique under the need to be fiscally prudent. Not enough, but then when the entire report was out, youd see it got greater attention.
