On October 6, 2013 officers from the Cumberland City Police Department responded to Gulf Memorial Drive for a reported disturbance. When officers arrived in the area they observed the suspect in the disturbance standing in the middle of the train tracks on CSX posted property. Officers could hear the subject yelling at several people who were standing near the train station. Before offices could make contact with the suspect, he took off running across the train tracks toward Queen City Drive. Officers gave chase after the suspect who refused to stop. Officers were able to apprehend the suspect in the area of Harrison Street and South George Street. The suspect was placed under arrest and identified as, James Kenneth Flohr Jr. Flohr was transported to the Cumberland City Police Department for processing. Flohr was issued two criminal citations for trespassing on posted property and disorderly conduct. Flohr was served with both citations and released pending trial at the Allegany District Court.
