On September 11, 2014 Shaqodoon organization partnering with ARC held one day long meeting on public private partnership at Maansoor Hotel. The overall objective of the meeting was to raise awareness on Public-Private Partnership targeting business communities, investors, diaspora and government institutions in order to leverage and promote private sector investment on provision of better infrastructure and services such as roads, water, ports, electricity etc to local community. Specific objective of the meeting was to raise awareness on PPP built under SEED I program achievements in Borama town, the meeting also sought to provide the participants with further information on successful PPPs in Somaliland as well as lessons learned. This is to promote and encourage for potential partnership between public and private sectors. More than 15 expertises have participated in the meeting representing business people, investors, academicians, PPP experts, local council, and financial institutions. Many of those who have participated in the meeting addressed the challenges they faced as an investors which were quite common and similar for all PPP project implemented in Marodijeh region. This raised a long discussion among the participants and all agreed due to lack of strong and effective regulatory framework, PPP project are most likely to fail in the country. P.U Asnani, Chairman of UMC (global) & PPP expert had stated “to improve the infrastructure of this country, there are two options. Everyone thinks that the government is the custodian of the country which is very wrong, the government does not have the technical men power and money therefore it will take years and years of lack of service. But we cannot wait, we need involvement now” “The government must change its regulations in order to promote private sector investment, instead of being a provider of service it must be an enabler of service which means you do not have to provide, you facilitate. Private sector investment on Public infrastructure and service will only work if all parties involved in the partnership work together and dedicate themselves; this raises the need for strong regulatory framework to support PPP” Overall, the meeting was highly participatory, the participants interestingly discussed the PPP issues, challenges, advantages and weaknesses and of course the way forward. Jama, Hargeisa slaughter house manager “Hargeisa slaughterhouse managed by a company established through PPP process offers a service to meat consumers that was commensurate of value for their money. This is one of the few PPP project implemented in Somaliland which is successful. This initiative contributed towards improving meat hygiene as well as creating jobs for hundreds of people and thus improving employment opportunities. Establishment of similar project through PPP is a good way forward for the effective, efficient and sustainable way of attracting private investments on public assets”
