On September 12, at 17:30 student movement “Green Fist” plans the demonstration in front of the Ministry of Environment and Natural Resource Protection: Stop issuing illegal permits for private companies! Sustainable development for social equity! We protest against the projects, presented by the Ministry of Energy to the investors without conducting preliminary studies. Any such construction involves danger for society. We strictly demand from the Ministry of Environment and Natural Resource Protection to restrict every such project until each of them are studied thoroughly by the group of independent, unbiased experts, who are free from pressure and corruption. Unfortunately, Ministry of Energy has failed to present the plan of strategic development, based on the principles of sustainable development; such plan is prerequisite for effective and renewable utilization of water, as resource. The situation is alarming, especially considering the fact that Georgia does not own the strategy of economic development of country, relying solely on the model of wild privatization, which is proportional to exploiting the society. The failed projects of Bakhvi, Paravani and other dams revealed the corruption and lack of competence among the government officials and investors; the complete collapse of Khevi dams was added. Starting from May 17 Dariali landslide, dams that were being constructed in Tergi valley suffered great loss; the disaster occurred once more on August 20, when Larsi dam was completely flooded. On August 22 river Kuro flooded and damaged the Dariali dam construction. these processes caused loss to the investor and death of 8 persons in total. Despite the warnings from the environmentalists that the dam construction site was located in the landslide and mudflow area, the recommendations were disregarded and the construction commenced, neglecting the constitution and legislation; the cases of lobbying the project from biased experts must also be taken into consideration. Such attitude towards the environment has led us to the disaster. Funds for cleaning the dams were allocated from the state budget. Despite such warning from the nature, company still keeps on constructing the dam with huge support from the government. Hence, we demand: • Elaborating the state economic development strategy, based on the principles of sustainable development • Considering the events, stopping the construction of every dam in Kazbegi region and not permitting the construction of other dams until the geological, hydrological and hydrogeological as well as other necessary researches don’t take place with participation of international organizations and independent experts. • Stricterconditions for conducting ecological examination. • Considering the Aarhus Convention principles, providing high level civic engagement in decision-making process. • Investigating the compliance of permits issued for Dariali dam constructions with the legislation, environmental and security standards. Charging every person responsible for this disaster. Otherwise, we put all responsibility on the government for supporting this destructive project. Say no to the policy of maximum utilization and elite distribution of natural resources. Natural resources belong to the people! Green Fist
