On a woman tehsildar’s complaint, State Womens Commission summons lady cop SHABIR IBN YUSUF SmallerDefaultLarger Srinagar, Aug 31: J&K State Women Rights Commission has summoned the SHO Women’s Police Station in person on September 3 following a complaint of corruption and harassment against her by a KAS officer presently posted as Tehsildar. Sources in the Commission said the SHO Gulshana has been summoned by the Commission vide order SCW/79/2014/1137 with the direction to explain herself in the case. Gulshana, sources said, is posted as the SHO of the only women’s police station of the valley for over a decade. In her complaint, the officer has said she filed a complaint in Police station Rambagh on August 20, 2014 against a person who assaulted her and caused her hurt. The complaint was accepted by the SHO assuring the officer that action would be taken against the accused according to the law. However, the complaint says, that the SHO has kept the officer dark for four days and “hushed up the matter in lieu of some consideration amount taken from the accused.” Later when on August 23 the officer asked the SHO about any action taken on her compliant, the SHO informed her that the accused has fled to New Delhi. “If the SHO concerned is claiming that the accused was called to the police station for necessary enquiry then what was the reason of avoiding the complainant to put forth her statement regarding the assault upon her in front of the accused in the police station premises as the complainant was pursuing her complaint regularly by visiting the police station,” the officer says. The officer has said in spite of being informing the SHO that she was assaulted and hurt by the accused, the SHO did not send her for necessary medical examination. She has also sought grounds on which the accused was allowed to leave the state when complaint against him was pending. “The in-charge of the police station is duty bound under law to enter complaint in the Roznamcha or the daily dairy of the police station. What action was taken by the concerned SHO upon the complaint even if the complaint was of non-cognizable nature. Was a criminal proceeding/report submitted to the concerned magistrate within stipulated time for further necessary action or not,” the complaint says. In her complaint, the officer has said, she filed compliant to highlight the high-handedness of the “low rung police officials” who take law for granted and indulge in corruption and lawlessness. “The women police station is a place where everyday number of women register their complaints with the hope that their genuine grievances will be redressed by the lady police official. But to their dismay the women making complaints get nothing but only another spell of exploitation from such kind of officials.” Chairperson SWC Shameem Firdous confirmed that she has summoned the SHO. “She has misbehaved with the Tehsildar and that is why we have taken cognizance in the case. We act promptly in such cases irrespective of whether the accused is big or small,” Firdous said. Meanwhile, sources said, the Inspector General of Police Kashmir zone has also taken cognizance of the complaint and has instituted departmental inquiry against the SHO in the case.
