On my way on Bumala-Butula road infront of me the rope is tied across the road. I stop and I spot Busia county government vehicle packed with staff guarded with 2 Administration police officers. They untie the rope but I am left with questions. I stop the vehicle and asked them in my mother tongue. But it seemed they were all Tesos since they couldnt understand. I repeat the same in Swahili and they inform me that they are taxing Motor cycle riders (boda boda): 300 bob per each for every month, failure to have the said cash amounts to instant arrest. They show me 2 riders already handcuffed. I tried to reason with them but they are adamant. It doesnt make any sense to tax these jobless youths risking their lives riding motor cycles without insurance. To worsen the situation, the very Busia county government has never constructed any shed for these operators save for CDF old projects. I chewed my anger and stupid pride, paid for them 600 to award them back their freedom. The boys leave thanking their God but cursing the county government. It reminds me the old days local chiefs who went berserk during KANU days taxing bicycles, raiding our homes making away with chicken simply because our parents havent paid 10shillings for KANU. These brutality to locals painted the local chiefs in a negative way which up to now it affects their families. I really pity this Busia Governor!
