On the 16th of February 2009, the NWFP Government formally announced the implementation of Sharia Law known as the Nizam-e-Adl Regulations 2009 in Malakand Division and Kohistan District. The provincial Government in consultation with all political parties; Sufi Muhammad and his Ulema, the elite counsel of Muslim legal scholars; and the approval of our Federal Government, had introduced changes in the 1999 Nizam-e-Adl Regulation. “Today I announce promulgation of Nizam-e-Adl Regulation (Amended) 2009… The regulations will be implemented in Malakand following the return of peace and restoration of writ of the Government, NWFP Chief Minister Amir Haider Khan Hoti told a press conference after chairing a jirga in Peshawar attended by a 29-member TNSM (Tehrik-e Nafaz-e Shariat-e Mohammadi—the Muslim legal organization responsible for imposition of Sharia) delegation from Dir, leaders and representatives of political and religious parties, members of the NWFP cabinet and senior bureaucrats. Hoti said the Nizam-e-Adl Regulation 2009 had been approved by President Asif Zardari following consultation with TNSM representatives. It was awaiting approval of the Federal Parliament to become law. But the provincial government’s declaration to concede to the imposition of Sharia Law in Malakand division, especially Swat district, was mere formality. The extremists reveled in their power. Various prohibitions were inflicted; added to the shaving of beards, many other common practices now graced the list of blasphemies. As barbers and other small businessmen bowed to the Taliban’s threats signs began appearing telling us they did not provide familiar services anymore.
