On the new evaluation system? This message is for you. As you know, all districts in the state must begin implementation of the new teacher evaluation in 2013-14 using the 8 State Criteria, with final implementation by 2015-16. The CEL 5D Framework was recommended to the bargaining teams by the joint KEA/KSD committee as the framework on which to base the new evaluation. Although we have not reached final agreement on that framework through negotiations, the District has been providing professional development to teacher leaders and principals on the CEL 5D Framework. This year, state law requires that all provisional employees and employees on a plan of improvement or probation be evaluated on the comprehensive portion of the 8 State Criteria. To that end, the District sent a notice last week to provisional employees inviting them to attend a training on CEL 5D on Aug. 20-21. Please be aware that KEA and KSD have not finalized a negotiated agreement on the adoption and use of CEL 5D, and that you are not required to attend the training on those dates. However, once negotiations are completed and an agreement has been ratified, all provisional employees will be provided training which they must attend on the CEL 5D Framework in September or October. Provisional employees may choose to attend the Aug. 20-21 trainings, in lieu of attending at a later date.
