One North Transport Plan is a plan by 5 northern cities to substantial improve connectivity across the north. It is costed at £15m, which will be difficult to find with HS2 going ahead. However completing One North first, would provide the economic boost to the North earlier, which would help pay for a North South High Speed Rail line, if it was found to be necessary. .NB note the definition of high speed for HS3 is 200kph (125mph), which is slower than the East Coast Main Line bbc.co.uk/news/uk-28654134
