One after the other, directors from the country who are coming to shoot their films in Bengal and leaving displeased, after run-ins with the Federation of Cine Technicians and Workers of Eastern India, the latest being Kushan Nandys team of Babumoshai Bandookbaaz, that stars Nawazuddin Siddiqui, Chitrangda Singha, Tahir Raj and Tota Roy Chowdhury. here are the rules laid down by the federation that is proving to be the bitter pill that directors are refusing to swallow: Whats the Federation norm? The units coming from outside Bengal must hire 30% technicians from the state. They can take more people as per necessity. So, what goes wrong? Often units get in touch with local coordinators, instead of the Federation, who promise them facilities within limited budget.These middlemen end up extracting more money from the production units by hiring people not affiliated to the Federation. Often, these are untrained men with no skills to help out in a film shoot and get paid for doing nothing. Language skills are also a hurdle when it comes to working with national production units. Can the Federation keep a tab on local coordinators? It cant. The Federation is often kept in the dark about the exact number of technicians hired by local coordinators based in districts. Do the film units need to pay technicians hired by local coordinators over and above those specified by the Federation? Yes. Once a technician is employed, he must be paid. Whats the solution? Film units need to get in touch with the Federation directly before coming to Bengal. The Federation, on its part, has to raise the issue at the all-India executive body meeting and take measures to keep unruly middlemen at bay . Also remember... The Federation has a blanket rule on hiring hands and does not distinguish between an indie film and, lets say, a Shah Rukh Khan project. Directors claim that almost every other state makes an exception for films with a limited budget, which the Federation in Bengal doesnt. 0102
