One major reason why Assad is still in power and able to kill is Russian support. Russian support for Assad is a consequence of bad Western policy. Stephen Sestanovich, CFR: "The Russians were likely to move only if they saw a very clear and purposeful U.S. and European policy, and in the month since there was an agreement on this conference, Western policy has actually continued to be undefined and even confused." One reason why Western policy on Syria is so bad is that Germany is not working with its Western allies on a common strategy. That leaves Europe a weak non-player, and robs the US of a key partner. It gives Putin the space to play a leading role in Syria. Which he uses to keep Assad in power regardless of the price - the destruction of Syria and the unravelling of the regional order in the MIdeast.
