One of my major concerns now a days is how many smaller crimes being reported to the police are not even investigated or even tried to be solved .Considering that 70% of all homicides are not even solved in this city .Its disgusting to say the least .Last week I WROTE THE 16th District Commandeer on a recent theft at the Jewel on on Foster and Harlem almost 2 weeks after the incident they are finally going to investigate . I suggest the Jewel who have a clear picture of the criminal post the picture in their store . In this crime the victim was given numbers to call by police that were disconnected numbers ,and when the victim called the station she was harassed and treated as criminal . As for the incident in Halsted case were 2 people were beaten by a group at different time the witness was told during his call to 911 they were to busy and he was hung up on .There was 21 minute delay in the police arriving which was only a few blocks from police station . WE ENCOURAGE CRIME AND PEOPLE NOT REPORTING CRIME , when we do not INVESTIGATE , OR TREAT VICTIMS WITH RESPECT
