One of the biggest problems in public administration in India is the lack of attention to scale. You can see it everywhere. Go to any government department, and give them an idea to improve their work, and the chances are that they are already doing it. Just not in the right scale. Want BBMP to improve the quality of roads? Of course theyre on the job - 7 new roads this year. Want education in government schools to be bettter? Right away, dear citizens. Government is setting up one model school in every district. Housing for the poor? Were building those too. Separating sewage lines from water drains. Tick. Keeping the vehicle ownership database up-todate? Were working on that too. Property IDs for every building? That too, yes. This list is potentially endless. What it doesnt tell you is that a very small quantum of the amount of work needed to be done is being carried out. Of course there are many things that govt is not doing at all, but the more frustrating thing is that when they latch on to a good thing, they dont do enough of it. As a result, it seems like we are always a couple of generations behind what is possible. And by the time we catch up with today, the world will have moved on to 2050. The gaps as massive - usually what government is doing is about 1 to 5% of what is needed, so the feeling that things are happening is highly delusional. We need to get to a state of mind where we accept that if at least 50% of what is needed is not happening, then it is as good as not happening.
