One of the bits of George Pals Atlantis the Lost Continent that wasnt stock footage or reused sets and props from other movies was the model of Atlantis (which sinks quite nicely) and the Atlantean submarine shaped like a ancient rendering of a fish. Maybe a whale or a dolphin what with the stylized water spout on the bow. And yes, it propelled itself by moving its tail like a fish. As for the city of Atlantis, it does do a lovely job collapsing into the sea.
