One of the problems in the Capitol today is we elect people to national office who come from States that are required to balance their budgets each and every year. When they arrive in Washington they are scandalized to learn that the Federal government has had a sizable annual budget deficit each and every year for many years. The shock of learning this information is just too much for them to handle and prevents them from ever being able to function as legislators at the national level.
