In hangings, you can get the job done with minimal use of manpower. If youre feared and respected as a jailer, you can get the prisoners to construct both the gallows and dig their own graves. Very cost effective, that. If you really want to terrorize a population so that theyre unlikely to cross any lines, or even feel their humanity (soon, theyll be hoping for those executions, much like they did in the Roman Colosseum), theres nothing like the guillotine. One could claim its humane, cost effective and with the proper basket, its not very messy at all. You can still get the prisoners to dig their own graves, just like the Waffen SS. The private prison corporations would simply love that sort of thing, and as such - given the political kickbacks that those same corporations generate even now - its got to be the wave of the future.
