Opening remark of the co-chairman of Committee on Devolution of Power, IGP Ibrahim Coomaissie Resources and power at the centre seems to be the concern of this committee. It is a matter of politics of survival as it were. Many people think the centre control the resources and it has the power. My concern here is to remind us of the purpose of government as enshrined in the constitution which states that the function of government is security and welfare of the people. If we have government and have no resources, we cannot serve our people. Ethnicity, religion should not play a role in this country anymore. We have spent 100 years already and it is time for us to go forward. Therefore, I appeal to us to abide by the consensus regime which we started since the conference and listen to one another when we deliberate. I wish us happy deliberation.
