Opinion: Who Is in Charge of the Presidency? This article is an opinion by All People’s Congress leader Nason Msoni. The views expressed do not necessarily represent the position of Zambia Reports. In the current set-up and desperate state of affairs in the nation just who is in-charge of the Presidency as an institution? The power vacuum and void created by the incapacitation of the incumbent Zambian President has undoubtedly been exploited by unscrupulous elements who have usurped state power. These elements that are unelected are not accountable to anyone and yet are making decisions which are committing public resources to their personal decisions without the necessary cabinet approval. The endless shopping of medical equipment and expensive foreign doctors to treat the ailing Zambian President raises more serious questions of accountability and decision making processes and mechanisms in the Patriotic Front led government. Should it be surprising to anyone that this government has persistently and consistently suffocated from constant budget overruns in the last 3 years? This cabinet may at some point be made accountable for failing to protect and defend public interests above their own selfish interest. Their loyalty first and foremost must be to the state and not individual. Certainly that time to act in the overwhelming interest of the majority of our people has come. Cabinet must now sit and resume control of the headless Presidency where a spouse has literally and illegally usurped state power by proximity and osmosis by reason of the absence of effective supervision and the existence of a power vacuum. Restrictions and decisions to do with state house security should now be imposed by cabinet and not the house wife as this could spell doom for the country. Guy Scot should now stop playing the side-show “pity” game of hide and seek over the Vacant acting President Position. Let him stomp his authority and constitutionally claim his rightful role as the acting President by reason of the incapacitation of the incumbent Zambian President and bring sanity to government and put an end to the embarrassing ostrich game playing-out at state house.
