Our taxes pay to kill puppies. This is what our fully funded Baltimore County shelter does. Babies, who never asked to be brought into this world are not cared for at the shelter. Unless a private organization with private funds will race over there and save them the day they arrive, you and I will pay county emloyees too callous, too jaded, too disinterested to even try to help them.
