Over a year ago, the council and city staff were looking for new leadership in the municipal courts. The Dallas News was aware of many defendants being released because officers not showing up to court and in fact a lot of cases were being dismissed and these dismissals were very costly for the city===as the future appointee of the court Daniel Solis would state on April 3, 2013. One day, before the city chose its future court leader, Daniel Solis, I entered the court on a minor traffic citation. There were many people in the court and Daniel Solis was presiding. At the time, I didnt know who Solis was. The Dallas Morning News was there filming the courtroom. City and court staff were dodging the cameras and Daniel Solis tells them something like theres so much corruption in the system as if to explain why the cameras are there to show this (something ironic given later events described here in). Not long after this, with Daniel Solis sitting at the bench, and with the Dallas news cameras rolling, prosecutors begin calling people up one by one. Every single defendant in the court was dismissed. While this happened, I was upset because so many officers could not NOT be available; likewise, many people, both represented and unrepresented, could not be innocent. Yet, here, the prosecution was announcing that all their cases were being dismissed. It was hard, really hard for me to believe that the officers of this court could not be located or found and the rights of the citizens to be protected from lawlessness were not being protected by the court this day. In fact, I hate to say it, but =====if the council and city staff were looking for a new judge like Daniel Solis and new revenue generating ways of running a court---if they were eyeing a judge they knew was sympathetic to their ideas of running the court---then the events of this day, with Dallas News being called by the courts, with Daniel Solis up at the bench, it did occur to me that the docket had been arranged so that the cases where the officers were not likely to show up were put into Daniel Solis courtroom, or the officers themselves were encouraged by the city to be elsewhere on this particular day. It occurred to me that highest level city staff had anticipated the news being in court and they anticipated not having many officers show up and planned that many, many more defendants than usual would be released on the day the news appeared, Yes, if this is what happened, if city staff took it upon themselves to (just this once Im sure) orchestrate a case docket and lack of officer appearance to show out for the news just how much corruption is in our courts, how costly this is, and how many cases are being dismissed because of a lack of officers showing up--then this was the epitome of irony and corruption--of a government violating the law and obstructing justice--to push and sell a new direction for the court--a direction and leadership that would be highly productive and efficient in raising revenue but ironically wasnt any less corrupt than the kind of corruption by citizens they were allegedly trying to combat. Against this backdrop, I entered the court again on 1-8-13 and as details below will show it was because the courts top Judge Daniel Solis, an associate judge of his, and a prosecutor were so overzealous in their interest to raise revenue for the city and to keep defendants from unlawfully getting out of their tickets they---knowing their actions were NOT being recorded by the court and knowing that their actions were done when no attorney was present to witness court actions and defend the citizen who was not a member of the legal community---intentionally sidestepped best practices of their profession and the law to refuse to grant me liberty when I should have been granted liberty and when the constitution says I should have been granted liberty, namely when a witness did not show up.
