Over the last 20 years, the third sector, comprised of organisations set up to empower poor or disadvantaged communities, has ballooned while opportunities for young people continue to dwindle. The lines blur between charities and community interest companies, non-government organisations and private enterprises bidding to perform a public services. It has led to a culture of hierarchical managerialism where communities, left idle by the collapse of industry, are viewed as social capital to be exploited by social entrepreneurs. Dovetailing all of this, a new national narrative that speaks of a post-modern enlightenment, fuelled by commercially viable, politically sanitised artistic collectives and institutions which cater specifically to middle class taste and aspiration; while beggars sleep rough on the steps of the art galleries many of Glasgow’s poor feel too stupid to enter.
