PALACE PLOYS NO LONGER WORK By Ninez Cacho-Olivares The Daily Tribune, October 6, 2013 Malacañang is desperately trying to divert the Disbursement Acceleration Program (DAP) funds scam that has hit Noynoy and his Budget chief directly, by focusing to the congressional pork controversy and the non-allies of Noynoy in the Senate, with the assistance of the Palace’s yellow media. It doesn’t seem to be working as the DAP bribery of which Noynoy is believed to be held responsible and accountable, has taken a life of its own, and worse, added to this DAR bribe to the senators to get a chief justice ousted, is the whistle blown by Noynoy’s aunt on his involvement and participation in the massive nationwide automated electoral fraud of 2013. Still, the Palace’s ways are much too predictable. First, they get their yellow media to come up with a banner saying that the Budget department has found letters from senators seeking to have their DAP funds transferred to the non-government organizations (NGOs) identified with Janet Lim-Napoles. Then, Noy’s mouthpiece Lady Gaga now seeks an explanation from the senators on why they had these funds transferred to the Napoles NGOs. Abigail Valte, aka Lady Gaga, said they were surprised to learn that the DAP funds were channeled to Napoles’ NGOs, saying that the senators mentioned, the usual ones whose names are always being bandied around by the Palace and the yellow media, must explain if it was they who had made the Napoles NGO the beneficiairies of the project, even insisting that the Commission on Audit (CoA) requires bidding in these instances. “This is why we are puzzled at why there was an identification (of the NGO) when they shouldn’t have done this,” she said. That’s really rich, coming from her and Malacañang. They never ever bother to explain anything whenever allegations are leveled against Noynoy or even and his partymates, merely dismissing them without any explanation whatsoever, as if their denials are enough to shut people up. Still, haven’t Lady Gaga and Malacañang been reading the yellow media that keep up with the accounts of Benhur Luy and other Department of Justice-National Bureau of Investigation coached witnesses? Didn’t Benhur Luy admit that once they find out there is a project from a senator, they immediately fake memorandum of agreements (MoAs) and endorsements of senators and congressmen then do the follow ups themselves? Everything is faked and by them. Even Benhur Luy and the other De Lima witnesses, whose affidavits and stories they recount to media are getting wilder and wilder, admitted in the Senate hearing that they have never met Sen. Jinggoy Estrada nor transacted business with him and other senators. Besides, which, isn’t it surprising that the budget officials didn’t find anything odd in those faked MoAs and alleged transfers to NGOs? After all, wasn’t it said by a whistleblower that all the documents and endorsements signed were faked? Hello. These are already the Palace’s whistleblowers. Then too, it should be asked of Noynoy, his Budget chief Butch Abad and his allies in the Senate, why it is only the opposition candidates whom the Palace and the Benhur Luy gang, as well as Leila de Lima, always point to. With all those senators and congressmen whom the administration claims had questionable transactions, and whom Benhur Luy and other whistle-blowers always point to, it must be asked why only these three to five senators are being targeted. Hell, there are at least 20 senators who got the DAP funds, and worse, some self-righteous senatorial prigs allies of Noynoy even got something like P225 million during the trial and oops, right after the vote. Guingona got P225 million, Trillanes, P193 million; Pia Cayetano, P188 million, Legarda, P130 million, bible quoter Alan Cayetano, P117 million, Drilon, P119 million, Escudero, P102 million and others. So why doesn’t Malacañang and the DBM ask them to explain where their funds went? It’s not only Napoles that has questionable NGOs that falsify the DAP and pork barrel projects of senators. There are others, that are not being disclosed by both the Palace and its adjunct, the CoA. Neither are their names being bandied about by the Palace. They are obviously being protected because they are Noynoy’s allies. Yet they all have the nerve to project themselves as clean. Sickening, really.
