PERPETRATORS JOINING PRO-INDIA PARTIES NATURAL, THREAT TO SCRIBES MATTER OF CONCERN Press Statement: 8th November 2014 Last few days there have been some discussions in media and social media over the joining of some perpetrators of human rights violations in the pro-India political parties. This phenomenon of perpetrators joining the pro-India parties is not surprising and neither new. Since 1947, Indian State under the rehabilitation policy for the perpetrators of violence has always facilitated their transition from being killers to politicians. Those facing the allegations of killings, rapes, arson and torture were facilitated entry in the Jammu and Kashmir Legislative Assembly and Council. Whether it was Kuka Parrey, Javed Shah, Usman Majid in the recent times or whether it was Subhan Bhat alias Goor Chur, Qadir Masala, Saifuddin Maqdoomi, Abdul Khaliq Bhat, Abdul Qadeer Khan alias Jane Baba, Sogami, Maga Banday, Ghulam Hassan Lolapori, Rehman Ghazi of the pre 1989 period, the pro-India political parties have been consistent in absorbing the perpetrators of violence. It appears that after serving as hit men, some of these were required to serve in another avatar which is that of political support system for sustaining the military occupation. Through these perpetrators of violence getting refuge in pro-India political parties, which have been instrumental in strengthening the structural and systemic impunity consistently, there is clarity on what to expect from this particular political class. Therefore Ashiq Bukhari joining PDP, Farooq Khan joining BJP, Rashid Billa joining NC and Imtiyaz Parrey joining Congress is natural and not unexpected. In this context when former Senior Superintendent of Police Ashiq Bukhari threatens the Kashmir Reader Editor, it is not a minor incident. This act of intimidation must be condemned and challenged.
