PGVM MOROCCAN GREEN LEFT-WING PARTY marrakech 05/06/-10-2015 Minutes of the National Congress In accordance with the provisions of the laws of the Moroccan Green Left Party, particularly the Chapter 20 of the Articles of Association and the Article 34 of the Bylaws; In accordance with the provisions of the Article 72 of the Regulatory Law No. 29-11 relating to the political parties, published in the gazette on October 24, 2011; In application of the decision of the Federal Council in the sessions thereof held on August 31, 2013; The Moroccan Green Left Party held its national congress in Marrakech on October 5 and 6 of 2013 under the slogan “Ecology is a hope of a permanent dignity”. The Congress was held for the purpose of making the Articles of Association of the party compatible with the new political parties’ law and making some amendments that may facilitate the decision making procedures, improve the work of the Party and remedy the deficiencies that have been uncovered by the three-year experience since the constitutional congress in May 2010. After greeting the audience in the opening session, the floor was given to the General Coordinator Mr. Mohammed FARES. The latter greeted the audience, the representatives of the political parties, the civil, human rights and union bodies, the journalists as well as the participants in the congress. Then, he gave a description of the worrisome aspects of the present situation particularly the threats to human life because of intensive exploitation and irrational consumption as well as the contradictory changes in values that are heading to the destruction of nature and the human’s life and civilizations. In addition to the factors of the intensification of the new crises such as the monstrous liberalism, terrorist attacks and the delay of the aspirations of the region’s peoples for democracy, dignity, freedom and security and so on, Mr. FARSI talked about the different imbalances in the country such as the propagation of the sense of irresponsibility, the continuous absence of accountability, the harsh living conditions of large numbers of citizens, the spread of the uncivil behaviors and crimes and the greedy investments in land, domain and human being. In appreciation of the political responsibility of the Party and away from any political outbidding, he stated the propositions of the Moroccan Green Left Party to remedy the conditions and overcome the imbalances with wisdom and carefulness in the framework of the democratic implementation of the Constitution. After that, the floor was given to Mrs. Almartine FRANCOISE, deputy of the Senior Secretary of the European Left Parties, then to Mr. Abdelkader ZITOUNI, the Secretary General of the “Green Tunisia” Party, then to Mr. Marcel AMIETO, Secretary General of the Democratic Organization for the Migrant Workers in Morocco. The opening session was concluded by paying tribute to Mr. Ahmed HREZNI, the union militant Marcel AMIETO and the Amazigh artist Fadma OUMENT HDIDO, in recognition of their sacrifices and appreciation of their noble qualities and sincere quest for the happiness of people. In the first general session, that was held after the break, and after reminding the participants in the congress of the progress of the preparation of the congress and its terms and urgent priorities, the presidency of the congress submitted the agenda thereof for transaction. After approving the agenda, the floor was given to the Director of the Notary, Administrative and Legal Affairs of the Party in order to present the proposed draft amendments. These are considered, on the one hand, necessary and a commitment and, on the other hand, transitional discretion for the purpose of facilitating the decision making procedures and remedying to the imbalances that impede the improvement of the Party’s work. After a long discussion and precise questions and answers, the amendments affecting the Articles of Association and Bylaws of the Party were approved by majority (3 against and 10 abstaining). In the concluding session, that was held on Sunday October 6, 2013, and in application of the approved amendments relating to the bodies of the Party, the list of the New Federal Council was approved by majority. The Council comprised 27 new female members, who were proposed by the organizational parts of the Party, Mr. Jamal STITO the Parliament Member of the Party and 93 members of the previous composition. The number of the Federal Council members hence became 121. On the basis of the proposition of the Congress Presidency, the National Coordination Office was delegated the power of proposing an additional 10% of the Federal Council composition whenever the same so wishes. This additional 10% will be granted membership of the New Federal Council. The congress kept the same composition of the financial supervision committee and of the arbitration body. The national congress entrusted the President of the congress Mr. Taoufik MAJDOULI with the mission of filing the Legal Case with the competent authorities and carrying out all the legal, administrative and procedural measures for the purpose of obtaining the receipt of the legal filing. After the participants in the congress knew the new structure of the Federal Council, the latter held its first session in order to elect the National Coordination Office. The results were as follows: - Approval of the membership of three new women (one abstention). - Approval of the membership of Mr. Jamal STITOU, the Parliament Member of the Party. - 23 members of the previous Office kept their membership. The National Coordination Office hence consisted of 27 members (8 women, 5 members under the age of 40 and 9 members under the age of 45). Marrakech, October 6, 2013.
