PHENIX CITY GIVES A THUMBS UP ON PANTS DOWN------------A citizen appeared before Phenix City Council last week in a work session. Seems the purpose of his being there was to encourage the Council to introduce an Ordinance which would subject those incapable of operating a belt to a fine in order to get their attention in this matter. Numerous other city councils have adopted and passed such ordinances in an attempt to address this uncivilized dilemma. Among those cities are Montgomery, Alabama, Cordele, Georgia and Selma, Alabama to name a few of close proximity.The mayor, who apparently does not get out very much, offered yhat he did not see it as a real problem. The city attorney, in an effort to prevent having to work, indolently moaned complaining that if law enforcement was to take this on it might reduce the efficacy of their more serious responsibilities and furthermore conflict with the hallowed right of free speech as guaranteed by the Constitution. I fail to comprehend his line of thought as the prevailing ordinances regarding noise (boom boxes), tinted windows and minors or those under 18 smoking are never enforced anyway.Furthermore those cities that have already adopted such ordinances must not be aware of the jeopardizing of the right of free speech. Have they further reduced the effectiveness of law enforcement in those cities because they no longer choose to see the nasty butts of punks incapable of operating a belt? As for the lackadaisacal attitude of the Phenix City Council, is our line of thinking as result of judicial sophistication on matters of interpretation or just blatant indolence? As for the citizen, Mr. Sutton I believe, thanks for your effort, you must be new in town. Let the Church say Amen.
