PHL GOVERNMENT, MILF PEACE PANELS CONVEY APPRECIATION TO JAPANESE PROFESSOR FOR INVALUABLE SERVICES IN MINDANAO PEACE PROCESS 23 October 2014 – Philippine Ambassador to Japan Manuel M. Lopez presented to Professor Yuji Uesugi the Plaque of Appreciation from the peace panels of the Philippine Government and the Moro Islamic Liberation Front (MILF) for his invaluable service as a member of the Independent Commission on Policing (ICP) for the proposed Bangsamoro entity. On behalf of the peace panels, Ambassador Lopez thanked Professor Uesugi and Japan for their valuable contribution to the work of the ICP that adds to the many forms of support for the advancement of the Mindanao peace process and Mindanao’s development under the Japan-Bangsamoro Initiatives for Reconstruction and Development. Professor Uesugi is a member of and the international expert in the seven-man ICP, composed of representatives of the Philippine Government, MILF, Canada, Australia and Japan. The ICP was created under the Framework Agreement on the Bangsamoro signed by the Philippine Government and the MILF on 15 October 2012. Its main function is to conduct studies and produce a set of recommendations on the appropriate form and structure of policing for the proposed Bangsamoro entity, which is projected to be in place by 2016. Professor Uesugi holds a PhD. In International Conflict Analysis and teaches in Waseda University in Tokyo. He was formerly with the Graduate School for International Development and Cooperation of the Hiroshima University. He specializes in peace-building, security sector reform and peacekeeping operations based on conflict resolution and international relations. The citation in the plaque reads as follows: END
