Thats their whole strategy. You would actually give terrorist organizations immunity by doing that. Youd give terrorist organizations a powerful weapon. If you say, a legitimate democracy canot act against a terror organization, because it is using civilians as human shields and therefore it should absorb an attack on its own civilians, and on its own forces, you would be giving them a tremendous victory.
