PNG Baseline Mission The Papua New Guinea Baseline Mission was quite an interesting mission for the Oceania Customs Organisation team as PNG is one of the leading Custom administrations within the region. The Mission presented quite a challenge for the Team as PNG Customs had adopted many international standards that are contained within the WCO Revised Kyoto Convention and Framework of Standards to Secure and Facilitate Global Trade. However, the team leader, OCO’s Head of Secretariat, Mr. Kulu Bloomfield, took up the challenge to assist the well-advanced Customs administration by providing technical advice where existing niggling issues were overlooked during the process. The mission consisted of Mr. Bloomfield, Dr. Saia Kami, Ms. Selemana Soqe, Mr. Rajhnael Deo, Ms. Roma Lal and a consultant Mr. Paul Meredith. With such an huge country, the team was split up into two teams, whereby they were able to cover the major Customs Ports, namely Lae, Rabaul and Port Moresby. After six weeks of research and assessment, the team returned to Fiji in time for the holiday season. A report is being compiled and will be sent to PNG Customs for their inference.
