PRESS RELEASE DATE: 28.06.2013. Ref. No. 07/06/2013/PR/SSP The Sikkim Sangram Parishad Government came into power in 1984 to fulfill the hope and aspiration of Sikkimese people under the leadership of Shri Nar Bahadur Bhandari. In the year 1989, direction from the Central Government passed a Bill by the both the Houses of Parliament relating to extension and enforcement of Direct Income Tax Act, 1961 in Sikkim. This sensitive matter was taken up by the Sikkim Sangram Parishad Government in Sikkim and did not allow the imposition of the Act. This was vehemently opposed by the then Sangram Parishad Government. The delegation 32 MLAs and 2 MPs from Sikkim led by Shri N.B. Bhandari met the then Prime Minister Shri V.P. Singh, the then President of India and Finance Minister Dr. Mon Mohan Singh, (Present Prime Minister) several times and submitted memorandum not to extend Direct Income Tax Act, 1961, since, Sikkim had its own Income Tax manual, 1948 as enshrined in Article 371F as per Tripartite Agreement of 8th May, 1973. The Sangram Government did not allow the imposition of Direct Income Tax Act, 1961, and its subsidiaries in the State as it was the prerogative of the State government, thus making the stand clear. As a result of which the then Finance Minister gave assurance in the August House not to impose the Act. However, the present SDF Government could not interpret the meaningful assurances given by the Government of India and the worthy stand taken up by the Sikkim Sangram Parishad Government and mischievously extended, imposed the Act which has become a burden to the innocent people of Sikkim. The assurance given by the P. Chidambaram not to impose the Act to the Sikkim Subject Holder having Volume No. and Sl. No. has tormented the feelings of other Sikkim Subject holder not having Volume No. Sl. No. and the genuine Old settlers which have became the grave issue of today. Consequently it has become the burden to the coming generation as it is only temporary in nature. Sikkim Sangram Parishad Party strongly condemns the attitude and double standard of SDF Government. It is understood that the Old settlers have submitted a Memorandum to the Union Finance Minister which is contradictory in nature for which they have apologized to the certain section of Sikkimese people.
