Infantile it is to imagine that the government which has been hosting cabinet meetings including the recent infamous 3 day retreat at Mt Kenya safari club hemorrhaging the tax payer a whooping Ksh. 8.4Million was not aware that cabinet, principle secretaries, senior civil servants etc roam the streets with high-end convoys including chase cars in tow. Jubilee should now fool some people sometime, but nay all people all the time. Historians, students of history and all Kenyans of conscientious bend will recall that Uhuru Kenyatta then as a Minister for finance under the grand coalition government introduced a policy ban on state vehicles with over 1800cc engine capacity, a policy which Jubilee 1st ditched on their day one in power furling all previous gains—what really changed? Or old maxim “quod licet Iovi, non licet bovi (What is allowed to Jupiter is not allowed to an ox)” suffices. Talk is cheap and unless Jubilee act fast and swift—we will continue assuming that they are honing their new hobbies; sophistry, mendacity, venality and expediency to circumnavigate their own promises to Kenyans. This has seen them perfectly deliver what they never promised while perfectly failing to deliver what they promised. Equally we commiserate with President Uhuru over recent carjacking attack on his aunty Jean Njeri wife to George Muhoho. However, these moments provide a healthy ground for the president to look at the bigger picture not a pinhole view with knee-jerk responses such as flooding his every blood and cobweb relations with state bodyguards depleting an already over depleted police force while transforming other officers into watchmen in homes—thanks to the ever bloating list of VIPs’ in Kenya. A move whose domino effect continues to subject ordinary Kenyans to the mercies of brutes, yobs, thugs and other deranged enemies of progress something that is unfathomable, unacceptable and unimaginable. Therefore the president and his jubilee government must rise above emotions and bottle insecurity genie by employing more and deploying police officers with better training and morale to ensure safety of average Kenyans including those who can’t parlay their corridors of power resume to get an extra protection. Gone are the days of tabling reports and turning their mouths into mass production facility for excuses. Besides “a thief anywhere is a thief everywhere”. Moreover, it is also time to rethink this laptop idea and maybe replace it with the more inclusive computer labs that will ensure no discrimination against any child in a school setup to the extent of accessing these facilities. Beyond the towns, most primary schools in the villages are in appalling conditions and other factors such as electricity, distance, condition of the child such as meals, uniform, desks, teacher to child ratio and ability of teachers to use these machines are cardinal issues that Jubilee government must not be nonchalant about, unless this program is programmed to be a white elephant or an gravy train to mint some overnight billionaires among the “politically correct” Jubilee must thusly put their legs in the mouth and walk the talk. Not unless they rewrote their manifesto and promises a foundation of a social contract with Kenyans--a ground to which they must be critiqued. Maybe just maybe, unless their new motto is “KUSEMA NA KULENGA”, then we don’t just understand why they have delivered with speed of light nonpareil profligacy by state officers, corruption, high cost of living, insecurity, backdoor appointments of cronies to positions already with career civil servants as holders with super salaries and other mind numbing emoluments among other ills. A review of Jubilee’s one year record gives them a C-. One therefore wonders if we fail because we set our standards so low that we get them so fast, or we set them so high that we take ages to catch them. As they ponder, Rwanda a country with zero resources but huge success may offer vital lessons to jubilee on performance contracts, including the ongoing ‘Umwiherero’ where senior government officials account for their performance over set targets in regard to the country’s development agenda to none other than the President, Paul Kagame.
