PRIVATE SECTOR MAPPING CONSULTANCY - OXFAM, Kigali, Rwanda - DEADLINE: 23/06/2013 Draft ToRMapping of Private sector Companies with reference to Oxfam’s Initiatives in Horticulture Subsector of Rwanda 1.0 Context (Country and Oxfam Programme) The Rwandan rural setting is characterised by extreme land scarcity (average 0.7ha/hh) and limited livelihood diversification. Over 90% households rely on agriculture as a major source of livelihood. Rwanda ranked 152 out of 169 countries on the Human Development Index (UNDP 2010). The country’s Vision 2020 plan (long term development strategy), aims to transform the economy into a middle income country. Transforming agriculture into a productive, high value, market oriented sector is one of its core strategies. The Government has targeted horticulture as a means to achieve this transformation, considering the potential to generate much higher levels of income and employment. Oxfam’s Rwanda programme initiated in 2010 focuses on poor women’s economic leadership in horticulture value chain to enable them to go beyond participating in production, to be leaders in other areas of market systems. The programme has innovated and developed three pilot interventions to bring systemic change in horticultural sub-sector – Horticulture planting material production and supply, Middle range enterprises development (Enterprises related to horticulture processing, trading, aggregation & supply in the range of 2 to 20 Million Rwf investment wherein women are major producers/facilitators/managers/entrepreneurs) and engagement of small producers esp. women with private sector companies. It has also reached out to external stakeholders to share the learnings and explore the possibility of scaling-up. While developing these interventions, Oxfam’s role has been to facilitate the process by creating evidences, share approaches, conduct appropriate research, support appropriate business services development, build the capacities of key actors and explore the ways for scaling-up. 2.0 Purpose of the assignment Oxfam views important role of Private sector to engage small producers in their supply chains. The private sector also has a good scope to improve business services for small enterprises in terms of energy needs (low cost and environment friendly), appropriate technologies, packaging material, transportation, market information etc. This will have positive impact on small producers as well as improving viability of small businesses (processing, trading etc.) in Rwanda. The scope of work of this assignment covers these aspects through focused mapping of private sector companies in Rwanda and adjoining countries. The outcome of this assignment will be used for direct implementation of Oxfam’s programme as well as sharing / facilitating useful links with other stakeholders to ensure that pro-poor / women focused approaches are adopted in horticulture subsector development. 3.0 Suggested value chains and business services for the assignment The focus of assignment is on horticulture sub sector. However looking at specific needs of Oxfam Rwanda programme, following value chains and business services are suggested for selection of appropriate Private sector companies: • Fruits and vegetables: Pineapple, Avocado, Passion fruit, Tree tomato, Tomato, Banana, cabbage, potato, carrots, Chilli, and local egg plant • Business services: Packaging material, Alternate fuel for small and medium enterprises (alternate to wood and electricity), market information and Transportation 4.0 Activities and Methodology: A. Mapping based on secondary sources of information: 1. Conduct mapping of PS companies in horticulture processing in Rwanda through secondary information sources. The mapping should cover listing of companies (and contact details) along with products, investment, volume of sales and sales turnover, sourcing of raw material etc. 2. Identify existing and potential importers of fresh and processed horticultural produce in the neighbouring countries (Uganda, Burundi and Tanzania) through secondary information / internet research etc. 3. Identify exporters in Rwanda and importers in neighbouring countries who could provide the link between existing producers and potential buyers B. Strengthen of preliminary mapping exercise through key stakeholder meetings: 1. Visit trade commission’s of neighbouring countries in Rwanda and Rwanda’s trade commission in neighbouring countries to identify best fit and possible requests they have received for export or import e.g. packaging, raw / semi processed / processed or fresh produce material 2. Conduct the meeting with key government departments (RDB, NAEB, RBS, MINAGRI etc.) to strengthen the listing of PS companies, crosschecking the information and support facilities available for smallholder - PS engagement. 3. Meet selected PS companies in Rwanda to crosscheck the specific information to facilitate selection of companies for deeper analysis. C. Assessment of selected companies through development of framework and discussions with Oxfam 1. Analyse the identified private sector prioritise 12-13 companies in Rwanda and 7-8 companies from neighbouring countries for deeper analysis. The prioritization should be based on selection of products (linked with possibility of engagement with small producers) and cross-section of companies (processing, exporters, service sector companies – energy, ICT, packaging material etc.) 2. Draft a standard questionnaire for company assessment for deep analysis which can help to understand - Financial capacity, Management capacity, Experience of export, sustained of marketing capacity, technology - packaging and processing, General organization, Up-stream supply chain and services offered to producers, Willingness to engage further with up-stream supply chain etc. 3. Develop contacts with the companies and finalise the selection of companies and meeting schedules for deeper analysis. D. Assessment of selected companies and analysis through agreed framework and discussions with Oxfam 1. Assess the companies physically within Rwanda as well as in neighbouring countries 2. Draft a framework which links demand and offer based on the survey 3. Analyse and find out engagement opportunities for the visited companies which present interest to Oxfam – a. As potential partners for engaging with small scale producers or improve the viability of middle range enterprises in horticulture sector in the country. b. As potential companies which can be directed to other stakeholders for engagement using Oxfam’s approach. 4. Sharing of draft findings as a part of restitution and getting feedback from Oxfam and selected stakeholders 5.0 Deliverables • Report on review and analysis of secondary information, selected stakeholder meetings along with preliminary mapping of PS companies • Report on deeper analysis of selected companies through direct meetings along with finalised questionnaire • Report on analysis of information with recommendations 6.0 Time schedule: 26 days Task A and B: Review and analysis of secondary information and selected stakeholder meetings (5 days) • Review of available information on producers (Oxfam and others) and middle range enterprise information • Compile information through visits trade commissions, secondary sources etc. • Classification of information based in the order of project’s / assignment’s interest • Drafting of questionnaire to companies Task C: Deeper analysis of selected companies through direct meetings / visit (16 days) • Visit and analyse 10 enterprises in Rwanda (8 days) • Visit and analyse 6 enterprises in the neighbouring countries (6days) • Visit to the Rwandan trade commission in each of the neighbouring country (2 days) Task D: Analysis of information (5 days) • Draft a framework which links demand and offer based on the survey (1 day) • Discussion with Oxfam about the framework and company analysis (1 day) • Restitution involving multiple stakeholders to share the draft findings as per the agreed framework (1 day) • Report writing including final recommendations for the next step (2 days) 7.0 Essential qualification: Individual expert / groups or agencies with relevant experience as mentioned below can apply • Post graduate degree in agriculture / management or relevant field with reference to ToR • At least 7 years experience in market surveys, assessment of private sector companies with understanding of market based livelihood work and engaging small producers in private companies supply chains • Extensive work experience of working in East African countries.
