PROJECT FINANCE AND ADMINISTRATOR Zambia Institute of Mass Communication Educational Trust (ZAMCOM) was established as a training department of the Ministry of Information and Broadcasting services in 1980. In 1991 it was transformed into a statutory board through an act of parliament. Then in 1996 it was incorporated into a self- Financing independent Educational Trust under the land (Perpetual Succession) Act Cap 288. Since 2011, Free Press Unlimited and the Zambia Institute of Mass Communication (ZAMCOM) conduct a training programme in Zambia to strengthen the capacities of local community radio stations. The programme focuses on journalistic and technical trainings for local community radio stations. It aims to improve the radio productions, specifically the educational programmes ZAMCOM Seeks to invite qualified and experienced professionals for the following positions in the Free Press Unlimited Project: Position: Project Finance & Administration Officer (1) Job Profile The Project Finance and Administration Officer has the responsibility of providing timely and efficient accounting and financial support to the Project coordinator and is the point person for communication on project accounting matters. He/she operates under direct supervision of the Project Coordinator. Responsibilities ■General financial management of the organization. ■Track project budget(s) and expenditures, and alert Director and Project me Coordinator of significant actual and potential over and under expenditures. ■Control petty cash and project office expenses. ■Approve routine expenditures such as local transport, fuel, small repairs, and in the field per diems for staff. ■Control operating costs and reduce them when prudent to do so. ■Assure that vouchers and vehicle log books are completed correctly by staff, and that all expenditures are backed up by proper receipts ■Assure that Financial Policies are followed, as per the FPU financial regulations. ■Assure that 3 pro-forma invoices are obtained for purchases over US$500. ■Pay all bills and local taxes. ■Receive and manage petty cash from (including withdrawals from bank) ■Reconcile expenses and petty cash with monthly bank statements. ■Setup a double-entry project accounting system . ■Assist the Project Coordinator with the monetization process as needed (ie preparing budgets for fundraising purposes). ■Submit regular monthly finance reports to Executive Director and Project coordinator). ■Prepare and submit quarterly financial reports to Free Press Unlimited. ■Prepare documents for the annual audit, and liaise with the auditors. ■Be responsible for all admin related duties; these include organisation of logistics for participants for centrally held trainings (transport, payment of per diems), organizing of lodging and travelling of local and international trainers, administration of vehicle log book and payment of per diems and other administrative duties as may be required by the project. Requirements ■Diploma in business or accounting or equivalent qualification in relevant subject with proven finance and accounting skills. (Experience might compensate for academic qualification) ■Knowledge of and fluency with a double-entry accrual method of accounting ■A minimum of 3 years of successful experience as project administrator in development cooperation or in an international organisation ■Experience with donor funded projects ■Experience producing financial statements and working with external auditors required ■Excellent Excel skills and knowledge of other accountancy systems ■Strong other computer skills, including Word, pastel and internet applications ■Strong communication and reporting skills ■A good team player ■Attention to detail and accuracy ■Dynamic and pro-active Starting date We offer a contract starting per immediate until end of 2014. Extension beyond 2014 is subject to the availability of funding. The contract is based on a 3 month initial probation period, extendable based upon satisfactory performance.
