PROTEST STYMIED: A polling provision that could have allowed residents of Kwinana to reject an amalgamation if 50 per cent of the community voted against a merger with Cockburn has been revoked. The Dadour Amendment guarantees the right of local residents and ratepayers to force a referendum on amalgamations. However, Kwinana Mayor Carol Adams said Colin Barnett has said the DA will not apply any longer.
